Overview

A SCADA (Supervisory Control and Data Acquisition) Architect plays a critical role in designing and managing systems that monitor and control industrial water and waste-water processes. The SCADA Architect leads the definition and deployment of solution architectures, conducts the analysis of alternative architectures, creates architecture standards, defines processes to ensure conformance to standards, develops solutions for cost-of ownership, and promotes clear and consistence architectural vision for IT initiatives and infrastructure.



Essential Functions

1 Articulates, communicates, and presents scalability, availability, manageability, robustness, and appropriate incorporation of new technology of architecture and design through models, documentation, and reference architectures in a manner that demonstrates business value; uses and employs business/data models, documentation, technology landscape repository, technology reference architectures, and whitepapers.

2 Design and plan the architecture of SCADA systems for monitoring and controlling industrial processes. This includes integration with PLCs (Programmable Logic Controllers), RTUs (Remote Terminal Units), and various communication networks.

3 Create a detailed plan for data flow, system integration, and communication between different devices and systems within the SCADA environment.

4 Oversee the setup and optimization of communication protocols (e.g., Modbus, DNP3, OPC) to ensure efficient data transmission and interoperability between devices.

5 Design and implement robust security solutions to protect SCADA systems from cyber threats, ensuring compliance with industry standards and regulations (e.g., NERC CIP, ISA/IEC 62443, NIST 800-82).

6 Work closely with engineering, IT, and operational teams to ensure seamless integration and functionality across the SCADA ecosystem.

7 Keep SCADA systems in compliance with industry standards such as ISA-95, ISA-99, and ISA/IEC 62443 for automation and cybersecurity.

8 Interviews technical and business teams to gather relevant information to facilitate architectural requirements definitions.

9 Assists in the development of the IT Technology plan including the discovery, strategy, design, and engineering of IT technology to provide a secured, robust, reliable, and efficient infrastructure; crafts and creates long term technology investment strategies and roadmaps and discovers new and emerging technologies.

10 Leads the evaluation and selection of hardware and software products for the City and to promote reusable and shareable services in the City.

11 Prepares and presents cost analysis for hardware and software solution components for the development, test, staging and production environments.

12 Leads project efforts for tool evaluations and prototype solutions.

13 Promotes use of reusable and shareable services.

14 Works with the development team to refine the solution architecture and interface with the development team to resolve functional and technical issues as systems are developed.

15 Performs any and all other work as needed or assigned.

Position Salary

Starting from $98,611 to a maximum of $147,916, based on experience and education. “Qualified candidates may be eligible for a signing bonus and up to $147,916”.

Position Minimum Experience

MINIMUM QUALIFICATIONS

EDUCATION:

Bachelor's Degree in a Math, Engineering, Computer Science, Business, or Information Technology field.



EXPERIENCE:

Seven (7) years of experience in planning technology architectures in different environments such as: web, client-server, and/or thin client.

EQUIVALENCY(IES):

Master's degree or higher in a specified field plus five (5) years of the required related experience will meet the education and experience requirements.

OTHER REQUIREMENT(S):

No felony or class A misdemeanor convictions.

No class B misdemeanor convictions within the last ten (10) years.

No family violence convictions.

Cannot currently be on deferred adjudication for any felony, class A misdemeanor or class B misdemeanor charge.
