Commercial and industrial facilities utilize pretreatment to remove harmful pollutants before they are discharged to a sewer system under the control of a publicly owned treatment works (POTW). Pretreatment programs are regulated under 40 CFR 403. By placing controls or limits on levels of certain pollutants in wastewater discharged to a sewer system, it:
prevents interference with the operation of your Wastewater Treatment Plant (WWTP),
prevents the introduction of pollutants that could pass through a WWTP untreated and into the receiving body of water; and
prevents the introduction of pollutants that could cause health or safety problems to the public or the environment.
Monitoring of industrial discharges is a critical component of a pretreatment program. Appropriate sampling methodology including the collection, labeling, and handling of samples used for testing and inspection are vital to the reliability and overall quality of the data produced.
The National Environmental Field Activities Program (NEFAP) was created to establish and implement an accreditation program for field sampling and measurement organizations (FSMOs). The TNI Standard for FSMOs is modeled after ISO/IEC 17025 “General Requirements for the Competence of Testing and Calibration Laboratories.” Sampling organizations can be accredited for a wide variety of sample collection activities performed by POTWs and industries. Accreditation is one way to demonstrate competence.
