Position Description

Summary
The roles and responsibilities of the Wastewater Plant Manager may vary slightly depending on whether they work at the Rowlett or Duck Creek Wastewater Treatment Plants. The Wastewater Plant Manager is responsible for operating and maintaining wastewater treatment facilities, odor control, and recycled water systems. This includes staffing, budget management, monitoring, and reporting on performance and efficiency measures, and ensuring regulatory compliance.

Number of Indirect and Direct Reports (include titles):
1 Assistant Plant Superintendent, 17 WPOs, 2 Truck Drivers, 2 EITs, 1 Maintenance Scheduler, and 1 Inventory Assistant II for the Rowlett Creek Wastewater Treatment Plant.
Financial & Budget Responsibility: Operations and Maintenance Budget: $4.7 Million
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Supervise, select, develop, train, determine compensation, and evaluate personnel. Forecast, allocate, and monitor the assigned area's human, physical, and financial resources.

Develop and execute operations and maintenance budgets. Meet financial objectives by forecasting requirements, scheduling expenditures, analyzing variances, and initiating corrective actions.

Evaluate, develop, recommend, and implement division policies and procedures.

Promote and enforce safe working practices, coordinate staff training needs, and ensure all safety inspection forms are completed monthly.

Inspect and oversee facilities to ensure safe, efficient operations. Identify operational deficiencies and recommend solutions. Coordinate operations, maintenance activities, and emergency response with other groups and support staff.

Evaluate complex data to assess, verify, and prepare regulatory, technical, and managerial reports. Perform regulatory liaison activities; review and disseminate operational data for master planning, design, and maintenance purposes; and ensure resources are distributed efficiently.

Develop and participate in conceptual planning efforts and coordinate with engineering staff and consultants to evaluate, research, and recommend new processes and equipment.

Review designs, construction documents, and submittals and comment on ease of operations and process.

Develop, monitor, and analyze metrics to improve the department’s efficiency.

Coordinate Plant tours to help showcase our wastewater facilities.

Maintain the Environmental Protection Agency Risk Management Program

Develop and maintain skill sets for skill-based pay to keep required skills updated.


TCEQ Class “A” Wastewater Operator license and a Valid Class “C” Texas Driver’s License.

Preferred Qualifications
Education/ Experience:

Bachelor’s Degree in Environmental Science, Engineering, Business Administration, or related field from an institution accredited by a nationally recognized accrediting agency and six years of progressively responsible experience in wastewater, including three years of experience in a management or supervisory capacity

7 to 10 years of experience in advanced 10-million gallon per day or greater treatment biological wastewater treatment plant.

Knowledge, Skills & Abilities:
Extensive knowledge of the physical, chemical, and biological aspects of the treatment and transportation of water/wastewater

Extensive knowledge of federal and state rules and regulations relating to the treatment and discharge of water

Proficient in Microsoft Office (Excel and Word)

Ability to read, review, and interpret construction plans and specifications and operate a computerized plant SCADA system

Licenses and Certifications
TCEQ Class A Wastewater Treatment Plant Operator license required

Class C Driver’s License

Position Salary

Salary: $33.59 - $43.67/hour, depending on qualifications and experience

Position Minimum Experience

Ten years of progressively responsible experience in wastewater, including five years of experience in a management or supervisory capacity.

TCEQ Class “A” Wastewater Operator license and a Valid Class “C” Texas Driver’s License.
