Position Description

Responsible for leading a team of Field Service employees in the construction/maintenance/inspection of the wastewater collection system.

Communicates Department goals, safety practices, and project deadlines to the team. Motivates team members and assesses performance. Provides support to management, including hiring and training, and keeps management updated on department assignments and project progress.

Machines, Tools, Equipment and Work Aids:
The essential functions of this position require the use of a computer, telephone, and other office equipment. May occasionally operate heavy equipment as needed such as a backhoe, truck, etc.

Environmental Factors:
The essential functions of this position are performed primarily in the field, which may include exposure to inclement weather and traffic hazards and occasionally in an office environment.

Position Minimum Experience

Minimum Qualifications / Acceptable Equivalency:

High School diploma or GED equivalency
Three years increasingly responsible experience in utilities supervision
Class III Wastewater Certification or ability to obtain within 18 months of employment

OR

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job
Core Competencies:
Ability to communicate effectively both verbally and in writing
Ability to form and maintain effective relationships with coworkers and customers
Must be able to work overtime when requested
Good physical condition to be able to perform physical tasks in all kinds of weather
Knowledge of utility safety standards

Conditions of Employment:
Must have a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 90 days of hire per state law)
Must pass a drug test, driver's license check, criminal history background check, and social security number verification check
Must pass a physical examination
Must be able to work a flexible schedule that could include nights and weekends
Must be able to work overtime when requested
Must obtain a Class "A" Texas CDL within 6 months of employment with tanker endorsement
Must obtain a Class III Collection certification from TCEQ within 18 months of employment

Scope of Responsibilities

Essential Functions:

Plans, schedules and supervises the work of several crews; inspects the activities of the crews to ensure appropriate and timely completion of projects
Conducts employee interviews and selections; writes and conducts performance evaluations of subordinates; recommends disciplinary actions
Assists Manager and Division Manager with budget preparation and tracking; coordinates planning schedules and material estimates with Crew Leaders
Monitors the crews' maintenance work and equipment operations
Responds to after-hours emergencies and leads the crew as necessary
May issue tools and materials as necessary to perform maintenance repairs
Trains subordinates in the best and safest methods of accomplishing tasks, primarily through on-the-job training or individual instruction
May transport heavy equipment and materials to and from job site; may also perform crew duties as needed to include equipment operation
Operates equipment and performs duties of subordinates as needed
Inspects vehicles to ensure maintenance needs are identified and addressed
Manages gravity main video operations, including the use and maintenance of equipment, PACP inspection of pipes, and use of trenchless repair technologies
Must be able to interpret plans and calculate grade
Performs work in confined spaces such as manholes and trenches
Ability to review flushing operations including day to day cleaning of wastewater collections system
Maintains regular and punctual on-site attendance
