Position Description

The Lead Information Systems Analyst’s role is to oversee the asset management program for Water Utilities, provide business side project management for technology and infrastructure projects, and provide technical leadership within the Water Information Services team. The Lead Information Systems Analyst will also contribute to technical support and problem resolution of these technologies.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Serve as the technology innovation leader for Water Utilities, keeping abreast of emerging trends in water-related technologies and recommending new tools or strategies to enhance operational efficiency and asset management.

Provide technical leadership to Water’s Information Services team and subject matter expertise on key technologies, to support water specific applications.

Analyze support issues to provide resolution, or escalation to IT or the vendor.

Train users on use of application and features.

Lead the development, implementation, and continuous improvement of the Water Utilities asset management program to ensure system integration and alignment with department objectives.

Collaborate with department leaders to define asset management strategies, such as predictive maintenance and lifecycle analysis, to support capital planning decisions.

Oversee the project lifecycle for technology-related initiatives with Water Utilities, including resource allocation, timeline management, risk assessment, and performance reporting.

Coordinate with IT on software implementation projects, acting as the business side project manager to keep the Water Department informed and on track, to ensure project goals are met on time and within budget.

Provide technical leadership in implementing water-specific solutions, including overseeing day-to-day coordination, and tracking of key strategic projects to ensure on-time delivery within budget and scope.

Act as a key liaison between Water Utilities (e.g. field operations, finance, system operations, WWTPs), IT, and Engineering, to ensure the successful deployment and operation of asset management and operational software.

Work closely with vendors and consultants to tailor software solutions to meet the specific needs of the water utility.

Lead initiatives related to cybersecurity of water utility technologies, including cybersecurity awareness training for Water Utilities, third-party risk assessments and vulnerability testing, and policy upkeep, to ensure compliance with IT and citywide cybersecurity protocols.

Minimum Qualifications

Education & Experience

Associate’s degree in an Information Technology discipline

7 years related experience in technology specific role

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education & Experience:

Bachelor’s Degree in Computer Science, Management Information Systems or related area of study

7 - 10 years experience in the water utility industry, with an understanding of asset management principles, infrastructure management, and regulatory requirements related to water resources.

Familiarity with water-specific asset management software, SCADA systems, and GIS.

Demonstrated progression in technical and leadership roles.

Knowledge, Skills & Abilities:

Solid relationship management and project management skills. Strong understanding of the organization’s goals and objectives.

Advanced knowledge of Microsoft Office applications.

Advanced knowledge and experience supporting software applications.

Skill in report design and database queries for assigned application.

Strong understanding of asset management principles, particularly within the water utility sector.

Familiarity with Structured Query Language (SQL).

Ability to research and document workflows.

Skill in interpreting technical diagrams and procedures.

Ability to research issues and develop solutions.

Ability to explain technical concepts in non-technical terms.

Experience working in a team-oriented, collaborative environment.

Licenses and Certifications

Valid Class C Texas driver's license

Physical Requirements / Work Environment

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards. There is occasional work at wastewater treatment plants, in the field, in a warehouse, or in field vehicles.

Position Salary

$84,557 - $114,189
