Responsible for leading and managing the City water utilities and street (public works) operations including, but not limited to, ensuring the safe, reliable, and efficient delivery of water and wastewater services, and the effective maintenance and improvement of public infrastructure of the City roadway network and drainage system.

SAFETY
Perform preventive maintenance on tools and equipment; ensure equipment is in safe operating condition.
Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to the supervisor.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS
Safety Sensitive (Subject to random drug testing): No.
Tools/Equipment Used: Standard office equipment, including computer and peripherals; wear appropriate personal protective equipment (PPE), as needed.
Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
Lifting: Occasional light lifting and carrying (less than 15 pounds).
Environment: Works in an office setting office and outside with exposure to sun, heat, cold, and inclement weather, noise, dust, chemicals, odors, potentially hazardous conditions, uneven ground, and rough terrain; occasionally requires irregular and/or prolonged hours.
Travel: Travels to City of Denton buildings and professional meetings as required.
Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours and weekends, as needed. Must attend regularly scheduled and special meetings.

Position Minimum Experience
Bachelor’s Degree from an accredited college or university in Business Administration, Civil Engineering, or related field; and,
Nine (9) years’ experience in water utilities, or related field; and,
Six (6) years’ experience in a management or supervisory capacity in a publicly owned water utility; and,
Must have and maintain valid Texas License in Professional Engineering (PE),

Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
Must pass a drug test, driver’s license check, criminal history background check and social security number verification.
Must have and maintain valid Texas PE License.
Must attend and successfully complete the City’s Defensive Driving Course (DDC) as soon as possible after employment (if required to drive City vehicle or personal vehicle for City business).

Scope of Responsibilities
DUTIES
Oversee the assigned division, including but not limited to, coaching and counseling staff on resolving issues, complaints, and grievances, ensure division activities align with City policies, ensure assigned leaders motivate staff to the highest level of performance, ensure the quality and quantity of work produced in the water utility and street operations meets standards, align division accomplishments with department strategies and program goals, identify training needs, and approve training assignments.
Direct and provide executive review of all long-term and short-term supply planning and management strategies, including development of new supplies, alternative strategies, and best management practices to maintain and maximize existing supply within water rights.
Direct and provide executive review of business intelligence initiatives including, but not limited to, overseeing the planning, coordination, and supervision of activities related to the design, implementation, and development of organizational reporting analytics.
Oversee the assigned division(s) activities, including but not limited to, evaluating, and identifying opportunities for improvement, creating, coordinating, and implementing solutions, and evaluate program, project, process, system, procedure, and service offering changes to ensure continuous improvements.
Manage department safety, security, and emergency preparedness programs; recommend the direction and tactics for improving the safety, security emergency response, and recovery culture and implement approved action(s).
Assist with management of the department operating budget administration and development; provide recommendations based on recordable metrics to solve budget or funding issues and feedback for resource allocation.
Oversee the management and reliable delivery of all master plans and vertical/horizontal construction projects.
Direct activities for the development of new raw water purchase and/or sale contracts; oversee administration of existing wholesale, retail water, and wastewater services and/or sale contracts.
Direct activities to secure and maintain a sustainable water supply portfolio.
Serve as representative of the Texas Water Development Board (TWBD) Region C Water Planning Group, as delegated by the General Manager and/or on their behalf.
Research, gather data, analyze, and prepare reports, graphs, charts, presentations, and other materials to effectively communicate information to internal and external stakeholders; present to inform and/or obtain approvals, as appropriate.
Stay up to date on issues impacting the water and public works industry and Department; participate in departmental meetings and collaborate with the General Manager to ensure staff view position at a similar level as the General Manager.
Act on the behalf of the General Manager in their absence, as needed.
SUPERVISORY/BUDGET RESPONSIBILITIES
Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.
